Since Koltira is a blood elf, his first and most comfortable language is Thalassian.  He will likely intersperse his speech with it occasionally.

Here are the most common phrases he'll use:

• Al diel shala. Safe travels.  A friendly farewell.
• Anaria shola. State your business.  I.e., what do you want?
• Doral ana'diel?: How fare you?  i.e., how ya doin', buddy.
• Kim'jael. Little rat.  A derogatory term that basically means YOU'RE A DOUCHEBAG, FLYNN.
• Bal'a dash, malanore.  Greetings, traveler.  A hello for strangers.
• Ban'dor shorel'aran.  Prepare to say farewell--that is, you're gonna die.
• Bash'a no falor talah.  Taste the chill of true death.  Said in battle.
• Sinu a'manore.  Well met.  A friendly greeting.
• Shorel'aran.  Farewell.  A neutral/sad goodbye, depending on the tone.
• Vendel'o eranu.  Help me forget.  Usually said to his alcohol before he drinks it :v
